Cannot find AirPlay?

cannot find AirPlay

I have tried to find this feature numerous times and am becoming frustrated I have Apple TV ,iPad 2,and a iPhone 6plus.
When I swipe up on the iPad all that is there is I drop ,iPhone nothing air Apple TV its there in settings but it doesn't sink up what the f.....
Is causing this

Make sure that the TV is plugged in, turned on, and connected to your Wi-Fi network. Your iOS devices should also be connected to the same Wi-Fi network.
