Picture Frame Beyond Buggy

I am unable to utilize the Picture Frame feature. Its turned on and everything but I can use it nor access it in Settings. Help please.

In the pics u will see that its on and it shows on the lock screen but the setting page is blank. Nothing happens from the lock screen end.
