AppStore bugging again

This has happened a few times on my iPhone 5s while it's doing it now everything is fine on my 5c. These apps are currently installed and while it's in this mode(?) it prevents me from buying an app.

I'm not sure I follow. What do you mean when you say, "...while it's in this mode?" What mode? All I see is that you're in the Updates/Purchased section of the App Store. Can you not tap on the "search" option to enter the name of an app you want to buy and then buy it?

Are you saying that you can't install from the cloud?

I think they are saying that what I notice to show up for a split-second when installing an app, it's appearing for them all the time. It should normally there show: open or update not the cloud icon.
