HD Voice requires LTE?

Do wideband audio calls require the subscriber to have LTE provisioning in addition to an LTE capable phone? Or will wideband calls be placed even if the subscriber does not have LTE data support?

It looks like T-Mobile and AT&T will only do it over LTE, yes, so that requires the iPhone 5 or newer. Sprint and Verizon haven't said anything.
