Email contacts need to know how to add my contacts

I have windows live mail.and I would like to know how could I have all my contacts that I email to on my Ipad without having to type them in one by one

If the contacts are already in your hotmail account, Set up the account on the ipad as an exchange account. Don't use the the Hotmail button in add account. Google the instructions on how to setup Live/Hotmail as exchange on iOS device

yes, you can import the files using email app.

easiest way would be set up an exchange account with Gmail. OR just sync to outlook in itunes..or at the worst, head on down to the ol' cellphone store and beg them to do it without charging you $15.
