It is a known issue. Apple stopped signing ios 9.3. So if you have problems you should male a backup and downgrade

Apple IS signing 9.3 as it's the latest version of iOS. It's possible they've stopped signing 9.2.1 but I haven't noticed anything come across about it yet. If OP can find the .ipsw file directly from Apple and install via iTunes that's an option but I'm sure Apple is working on a fix that we'll see very soon.
Another option to provide a temporary fix is to download another browser like Chrome or Firefox and use that until the hyperlink issue is fixed.
