problem with ativate ipad after Restore

hi , i have a ipad 3 cellular .

i restore my ipad to ios 8.2 with itunes & after choosing language and selecting wifi ipad not activate and device being reset. this cycle constantly repeat .

i try to activate my ipad with itunes but itunes say "we're sorry we are unable to continue with your activation at this tim"

There may be a connection issue between your service provider and Apple - all you can do is try later.

Also try Settings>> General>> Reset>> Reset Network Settings.... you'll have to sign in again to any wifi hotspots that need a password...
