When I try to restore my iPhone, I keep getting iTunes error 4013. What can I do?

When i plug in my ipad to charge it keeps showing white screen with black apple logo/red screen/black screen and so on, it won´t turn on, does not charge, what could be the problem? I tried to restore it on itunes and even with dr.fone on the restore mode but always get on itunes error 4013, on dr.fone it verifies the firmware when i start the restore it goes back to white screen with black apple logo/red screen/black screen and so on, its been like that for almost two days and i have tried many diferent ways to get it to work but no success. Can anyone help me please
