Can I create a Personal Hotspot using an iPad 2?

as i read on apple site about iOS: System requirements for Personal Hotspot its not possible to do hotspost on iPad2.
is any apps that help me to do hotspot on iPad2 (not want to jailbreak) ios 7.0.4

Unfortunately it appears apple did remove this feature, your best option may be to jailbreak. Have you taken a look in the jailbreak forums yet? Jailbreaking, Unlocking, Hacks, Themes & Mods - iPhone, iPad, iPod Forums at iMore.com in there you may find some very useful information, as well as users that are much more knowledgeable about the jailbreaking / app process.
