Cannot change cover photo for an album in iOS 8

The first photo stored in a new album generally becomes the default cover photo and moving a different photo to the top doesn't affect it. And on the iPad if you delete the cover photo the album becomes unviewable. I have had this happen several times on my iPad and have had to go to my iPhone where can still access album and copy photos to a new album.

If I delete a photo that is used for the cover, another photo becomes the cover picture--this is in iOS 9. It will be interesting to see if other people are having the same issue in iOS 8.
