jailbroken recovery mode?

hey,
is it true that apparently you cannot restart or turn off your iphone when its jailbroken as it will put it into recovery mode?

oh and ps, im rejailbreaking my iphone again, i'm downloading cydia.. but its taking forever! it's almost like its stuck. it's never taken this long before.. should i restore my iphone in itunes and jailbreak it again?
