iOS 7 location services on when not using them

I noticed location services being used on iOS 7 when I'm not using an app that uses GPS. I went through the settings and made sure everything was to my liking, but it is still being used. Any ideas?

If you have the Frequent Places collection turned on, any time you light up the screen, it's going to do a quick location fix to build the database.

I do have those turned off, but I'm going to toggle them on and off then reboot.

I have frequent places off and location services are being used every few minutes. The apps that I have allowed to access location services are not being used.
