Fingerprint scanner for app access

Sometimes when I access iTunes\Apple App, or anything related to Apple, on my iPhone, it will ask for either my Fingerprint to be scanned, or my account password.

Is there an option for it to merely accept the fingerprint, always?

Not with iOS 10. I get those every time I want to download a free app too.
