I accidentally deleted an app and its data from iCloud. Is it possible to recover the deleted data?

You sure the data was deleted? Go to Settings >iCloud > storage > Manage storage > this iphone> see if your app is listed here. Does it show data?

I have 2 game apps that are long deleted. But their documents and data are still listed in iCloud. It shows on the phone anyway under Documents and Data.
