Created new iTunes Library why cant I see Match in Cloud

My thought process was to create a new library and then download all of my match songs. but I can not see my match songs and if I start iTunes Match it will replace all my match with the empty library.

is there away to create a new library and then sync with cloud?

I thought this would be the easiest and safest way to upgrade all my songs and to clean up my library so all I have to do is add what was not matched

Make a playlist with all your songs. Name it whatever. Delete all your songs, make sure "also delete from
iCloud" is unchecked, so all your music on your computer is gone.
And all you need to do is go to your playlist and press download all. And you're set with your upgraded songs

Where do you go to get to that playlist and press download? The library is empty on the computer.
