how do I turn off find my phone without being able to use my phone

I need to access my icloud to turn off 'find my phone' but I cannot use my iphone at hte moment

Okay, then login to the iCloud website via a web browser on a computer, but know that the only way to disable the Find My iPhone feature remotely is to remotely wipe the iPhone via the iCloud website.
