Why don't I have government alerts in my notification center?

I dont' have government alerts in my notification centre

Trying to install weather alerts in my iphone 4s when i go to notification centre there is no government alerts option

Go Settings → Notifications, and then scroll all the way to the bottom. After that, enable the toggles next to "AMBER Alerts" and "Emergency Alerts".
