Why can't I create an apple id even though I put a year like 1995

I was trying to create an apple id. At the birth segment, I put year 1995, but it then says that I don't reach the age limit to create one. This phone is an iphone 4 given to me by my sister that once belonged to her.

The minimum age is 13, and you're obviously older than that. Can you verify the year you put in to make sure? 2005 wouldn't work, but 1995 would (or should!).
