Why are my iPhone sounds (ringer for phone) intermittent?

iphone sounds (ringer for phone) is intermittent.

Calls go directly to voice mail without ringing on phone. Sometimes phone rings other times it doesn't. I have shut phone off and when it is turned on again it will ring a few times and stop ringing. Mute button is not on.

Welcome to iMore! How is your service where you are? Calls going straight to voicemail is most commonly caused my a weak signal from your carrier. Try this: Go to Settings > General > Reset > Reset Network Settings, and see if that helps. If not, you might want to contact your carrier or contact http://support.apple.com.
