why am I prompted to give a password for icloud and i message when I do not use them?

I "cancel" but the prompt keeps coming back. icloud and i message is "off"

I’m not sure, but have you attempted to restart your device? Have you verified these features have not gotten enabled somehow?

Yes, put in your password. Just by using an iPhone you use iCloud. Apple uses iCloud for storing device information and App Store purchases.
