icloud.com folder contents not appearing on iPad and iPhone

iCloud folder populated with contents of a PC file. iCloud sign in on iPhone and iPad successful. BUT PC iCloud contents not visible on iPad and iPhone.

Does the folder appear on iCloud.com?
If not, then there is an issue with iCloud For Windows.
You may need to reinstall it.
