How do I put a Live Photo as my background?

In my settings there isn’t a 3D Touch option in my settings, I checked MANY times, and there’s no live option for my wallpaper. I have an IPhone XS.

Welcome to iMore. Go to settings, wallpaper...

...and for 3D Touch just press the icon down..

Your iPhone will let you know when the wallpaper has "live" capabilities and you can install like any other wallpaper.
