Why is my notfication bar stuck?

Okay I have an Ipod 5 still yes I know but anyways I was watching netflix and I opened my notfications then turned off my ipod. I went back on later and it was stuck. Also I have assistive touch or whatever it is. I've tried killing the battery by leaving it on but that isnt working and i've tried holding the power button and assisive home button but it isnt working i dont know what to do :c
