Restoring an iPhone that was shot with a bullet

Before my fiancé took his own life he shot his iPhone. Is there anyway to retrieve the photos and texts from the phone?
He did not do backups to the iCloud and he also destroyed his computer.

If you can contact the victims advocate for that case, they might be able to put you in contact with an agency that can possibly help you.

I have to wait for the case to be over to be able to retrieve my daughters phone, but my victims advocate is going to help me in getting the photos from it.
