I have 23,664 photos and 445 videos in Photos on my iphone. Photo library uses 94.72 gb of storage. I have 23,627 photos and 445 videos in iCloud but they are using only 62.9 gb. I can't figure out why that would be the case since iCloud is uploading everything at full resolution. Any suggestions?

To save space iCloud most likely compressed or downsized the quality and resolution of photos and videos. Also, that's a lot of pictures and videos.

They're not the same thing. For example, your phone stores your apps. iCloud does not store apps. It stores app data. Just your photos may be the same. But other items differ. There's nothing wrong there.

Only thing is that I'm looking at the specific size of the "Photos and Camera" storage and comparing to the icloud photos storage- not the overall storage on the phone.

The camera, as well as the features in the photos app take space on the phone that are not included in an iCloud back up. All that backs up are the photos.
