A few times my iPhone 5c shows it is "cleaning" apps.

I don't know how or why it does it but seems to do this when storage is full but my husband's phone has gotten to maximum storage and it hasn't done the "cleaning". Anyone know what I'm talking about and how to do it?

Yes. This happens when you are trying to download an app or movie or song that is bigger than the free storage you have on your device.
As there is not enough storage available, iOS starts clearing cache from apps in order to complete the download. If the cleared storage is not enough, the download will stop and you will have to free storage yourself by deleting content from your device.
