why does my iphone5 not allow me to download apps with pin number? it's asking for touch

new I phone 5 ...I logged in using both touch and pin number. to download apps it asks for touch but I still cant download apps

Have you entered your Apple ID password?
Are there restrictions on the device? Parent? Employer? Previous owner?

The "iPhone 5" does not have TouchID.
