Does apple restrict each apple tv to one library

My apple tv works well with my iPad device, I've moved on to other devices. I opted to let my wife use it totally different library, from HER
IPad, well despite configuring her ipad to the Apple TV, I got a screen warning that said the apple tv was not authorized with her device.....SERIOUSLY....
