Why do I have to agree to give Apple my info when I want to add a new place to my Maps app?

I have certain "favorite" places saved in my maps app from iOS 9 (home, work, etc.), and after I updated to iOS 10, when I try to add a new place to my favorites, I am prompted with a user agreement to help improve Maps by reporting an issue to Apple should one arise. I realize I don't have to actually report issues when they arise, but I don't like the "agree/disagree" language and then dedicating an entire screen prompt for this. Is there a reason I now have to agree to this in order to simply add a favorite place to my Maps app?

The App Store has new terms and conditions at times. I have to agree if I want to download apps. So what? It's not a big deal. Agree and move on!
