Am I eligible for the iPhone upgrade program?

Hello, I am an international student and I've been in the u.s for some time, but I do not have a ssn. however, I do have a tax id number (itin) which has help me get a credit card and an account with At&t. Since I don't have a ssn, Would I be able to qualify for the iPhone program using the tax id number? thanks in advance
