Why are Google Apps Images not showing on my iPhone 6?

My wife's Iphone 6 will not show pictures in Hangouts or Google + while on Cellular Data but will on Wifi. My Iphone 6 Plus does not have the same issue. I have checked all the cellular settings and compared to mine but don't see any differences. I also logged into my Google account on her phone and couldn't see my photos wither, so it must be specific to her phone. If I send her a Hangouts message with a picture while she's at work, she cannot see it. If I send it through text or iMessage or SnapChat, they all work. So, is there a setting that I'm missing? I would verify the application(s) settings. If you still don't have any luck, you might attempt to uninstall the app and reinstall.

Thanks. I tried both and no luck. I may have to reset the phone and restore from a backup. Would that help?
