Power Saver mode... does hovering over and/or clicking give you an option to 'turn on' the flash plug-in?

On Macs, Safari has a 'power saver mode' where things like Flash are turned of, and can be turned on... You are talking Safari on Mac?
Yes, I am on a Mac. I just remembered that I am running 10.10.3 beta. I wonder if that is making a difference. How do I access this Power Saver mode?
I'm on the beta too... I must not be encountering sites with flash often as when I do, I still see the power saver thing that came out with Mavericks.
