I cannot get the family sharing on my iPhone to work

My dad wants to be able to see me on the family sharing find my iPhone. However we have followed every step to the letter and it still will not work. My phone was his before it was mine and they are connected in a weird way. Any ideas would be helpful.

Settings>> iCloud>> Share My Location... check settings there.

Are you using the same Apple ID on both phones?
