What do they mean by toggle off Siri?

I went into my settings & somehow went to accessories which I thought was Siri but instead hit a button that speaks to tell me what I am doing every time I do something & I've tried to turn this feature off and no way can I do it? Please help me B4 I through my Apple in the garbage - nothing but problems since I got it at xmas

Settings>> General>> Accessibility... turn off Voice Over
