How can I disable the pull down for today and notifications view on IOS 8.1.2?

The pull down and pull up functions allows for anyone to close an app and move onto something else which I'd rather not allow. I need the pull down and pull up functions to not become available.

I'm afraid I didn't understand your issue. I don't think there's anything someone could do on your "Control Center" or your "Notification Center" to harm you or your phone. If you're concerned about someone with your phone, don't allow them to use it. And keep it locked.
