I can get the maps on screen but no voice directions, which is not good when in car by yourself.

A wifi-only model? You'll need an external GPSr device and an app that stores map data on the iPad... If it's a cellular network connected iPad, you'll need to make sure location services is turned on, and you've got good connection to the cellular data network.
