What do you mean when it says other devices will no be able to make or receive calls through your iphone when wifi calling is on ? Will I be able to call people? Will people be able to call me ?

It means that if you have WiFi calling turned on OTHER DEVICES (such as an iPad) will not be able to receive phone calls. It doesn't apply to your iPhone. Your iPhone will continue to make and receive calls.
