I want to copy a photo folder from my old Windows desk top to my ipad and my software is out of date to do this. I can't use icloud because it's not supported. can I just add them to ipad with a flash drive?

You should be able to copy the photos from your old computer to your flash drive, but how are you going to use the flash drive to put them on the iPad? There's no USB port on the iPad. Are you able to use another computer to upload the photos to Dropbox or a similar cloud service and then use that cloud service's iOS app to download the photos onto your iPad?

I think you can get a camera connection adapter for the iPad that allows either an SD card or USB connection. It was designed specifically for getting photos from a camera to the iPad but I don't know why it wouldn't work with a USB drive. I used to have one with the old 30-pin connector. I assume they are still making them with a lightning connector.
