Can I upload photos from a flash drive to my iPad?

I want to copy a photo folder from my old Windows desk top to my ipad and my software is out of date to do this. I can't use icloud because it's not supported. can I just add them to ipad with a flash drive?

You should be able to copy the photos from your old computer to your flash drive, but how are you going to use the flash drive to put them on the iPad? There's no USB port on the iPad. Are you able to use another computer to upload the photos to Dropbox or a similar cloud service and then use that cloud service's iOS app to download the photos onto your iPad?
