Has anybody else encountered a problem with the photo app?

Hello everyone,
Has anybody else encountered a problem with the photo app? I have a 5C, and when I select photos from the recently added, and add it to the appropriate album.
All the photos are not going into the album. For example, I wanted to add 65 photos to an album.
It shows that 65 photos are being added, yet when finished. The album only shows that 51 photos have been added.
I tried deleting and adding them again, closing out the app altogether, and even resetting the phone.
Nothing works, the iPad Mini is fine though, it's just the photos on the phone. Thanks

I hadn't noticed that- I set up a few albums without issue

I assume you tried a hard reset?

Yes I did, that didn't work.

I did discover one thing. This issue only occurs on my iPhone. The iPad Mini doesn't have this problem.
And an even stranger twist. If I go into the iPad and create a shared album.
The photo count in the iPhone shared album syncs correctly, yet the number in the recently added album is not.
