You cannot setup a Wi-Fi network, unless you're setting up a "Personal Hotspot", however, you can join a Wi-Fi network if any are in range and if you know the Wi-Fi network's passcode, if applicable.

You need to find out who the wifi providers are in your area and call one. Mine is Comcast. It's not free. They set you up, then you enter the passcode in your phone. It's usually on the bottom or side of the modem or router.
