Share Wi-Fi from iPad4

I have ipad 4 wifi only and I want to share its wifi with a phone is there a free app for that? My iPad is wifi only not 4G so I am not asking about tethering.

Welcome to iMore! If your iPad is in range of a wifi signal that's not locked, your phone should also be able to pick up that same wifi signal. "Wifi Only" just means the iPad will only work with wifi. It will not work with Cellular.

Thanks, I don't have any problem with connecting to wifi, I have ADSL wifi router and all my devices are connected to it. My simple question is about how to connect a phone to that iPad using iPad as a hotspot I have done the same with my laptop using Microsoft Virtual WiFi Minipot. Even an ad hoc network could be made on PC while taking the Internet through the Ethernet.
So again is there a way to connect a phone to my iPad as a hotspot instead of connecting it directly to my wireless router?
