How am I charged when NOT on T-Mobile's network & can I use my phone abroad?

Several questions,

1. TMobile's site says unlimited talk, text, data while on TM's network but does not specify what happens when you are not. Whose network would I be on? What are the charges (e.g. TM + the host network - does TM have a negotiated off network rate - something else)?

2. I travel to Europe and Asia occasionally. What happens when I do? Can I use my phone (I'm thinking about a Nokia Icon) ? Does TMobile have any overseas agreements or am I subject to super high rates reserved for tourists?
