Is a locked ipod touch 5 of any value?

My 11 yo son lost his ipod touch this weekend. Efforts to find it unsuccessful. Tried lost my ipod feature but device is off line. Should we buy a data package to get it online? Is the device of any value to the finder since it is password protected? Any suggestions appreciated. Expensive lesson learned I hope. Thanks

Someone can correct me if i'm wrong but you cannot add a data package to an iPod touch. The iPod wouldn't be of any value as long as it was iCloud locked. If all you guys did was put a simple passcode then they could just restore your iPod and use it.
