Texting without wifi

I have an iPhone 5 c and am having problems with receiving texts from people when I don't have a wifi connection. Does the cellular data have to be on in order to receive SMS texts? ( don't have data plan, don't want to get one unless absolute necessary for certain reasons)

iMessages use data.
MMS messages use data.
SMS messages use the voice/control channel - NO data required.

If your using iMessage which shows up in blue in your messaging app then data is applied if your sending in carrier SMS then it comes and goes using voice text which will show up in green
