Why doesn't my watch re-pair

I was in another time zone & changed my iPhone back. It didn't synch with my watch. I turned off the watch. Then turned off the phone and watch. The phone doesn't pick up the Bluetooth signal from the watch, nor will it scan it.

have you tried unpairing in the apple watch app?
