Shuffle for some artists but not others

There's been numerous complaints of no shuffle for artists except to have Siri do it. Oddly, I noticed a shuffle option on artists pages the other day. I did some more digging tonight and found that I have shuffle for some artists and not others! No idea why I have it for some and not others.

Notice how on Whitney houston's page it doesn't show the tracks that make up the album but on Boyz II Men it does. That seems to be the only distinguishing thing that I can see consistently making the difference on whether shuffle shows or not.

It looks like if an artist has 3 or more albums, the tracks in the albums don't show and the shuffle option is gone. For 2 albums or less, the tracks show as does the shuffle button. Definitely a bug.
