Why isn't the General setting not appearing in the Settings menu?

hello sir!
i have a iphone 5 .when i start that , the general setting and above setting is not appears the setting option. what is the reason to for that ? can i resolve that ? please answer?

You post is unclear so forgive me for asking the obvious. When you go to Settings, are you saying that there is no "general" or any other setting above it? If so, reboot your iPhone or restore it via iTunes.
