upgrade from 3.1.2 to 3.1.3

I have:

3GS
3.1.2
05.11.07
new bootrom
locked
jailbreaked via black rain
i have shshs for 3.1.3
Now can i upgrade from 3.1.2 to 3.1.3 to pass connect PC every time i restart Iphone ?
And after restore it will be in emergency call ? and need to active?

1.Open TinyUmbrella and Start TSS server.
2.Restore to 3.1.3 by Shift restoring.
3.Restore...
4. Active it
5. Enjoy!

Download and Run Tinyumbrella:
1) Make sure you Iphone is detected.
2) check "Advanced Options."
3) In new window, under "Device / Version," select 3.1.3 firmware.
4) Click on "Save my SHSH." Pray Cydia has them. If you don't get an error, the SHSH hash has was saved onto your computer.
5) Repeat to save other firmware hashes if you want.
6) Now, click on "Display SHSHs." It should listed all hashes you have saved onto your computer.
7) Click on "TSS server."
8) Download firmware (google) you can restore in #6.
9) In ITunes, restore using firmware you just downloaded.
10) If phone get stuck during restore, try "Kick out of recovery..." in Tinyumbrella.

Edit: 3.1.3 JB are Spirit or Jailbreakme.com. They are userland JB which means they will not activate the phone. You will need an official carrier sim card to activate the phone or else you will be stuck with emergency call only.

I understood after restore the phone will be in emergency call and need activation (official carrier sim ) and if i don't have official carrier sim card i will be emergency call.. right???

My new question i have official carrier sim but inactive number, do you think maybe can help ?

As long as you have official carrier sim, you are good to go. Doesn't matter if its inactive.

do you think if I upgrade to 4.0.1 i will finsh new bootrom problem(should i connect iphone to Pc to restat it) ? or should i upgrade to 3.1.3 ?

The 3.1.3 and 4.0 / 4.0.1 are untethered JB. It means you can restart the phone without connecting it to a computer. If you have SHSH blobs for 4.0 / 4.0.1, might as well update them. OS 4 offers multitasking and folders.
