Is there any way to set this up so that once you double tap the touch id the screen would stay down until you double tap again?

Although I don't yet have my iPhone 6 Plus, I don't think the feature is designed to stay in the minimized state after you've made a selection.

Nope. There is no toggle for it.

I wish it would,there are times when I need to do more than one thing.

Like maybe a triple tap would put it into toggle mode.

A toggle mode would be interesting for them to add in 8.2 or 8.1.1
