If I call someone on messenger would I still be able to leave them a voicemail?

I tried to call someone on messenger. It rang approximately 7 times then a recording told me to leave a message. Would it still do that if the person I. I'm calling has no data or wifi?
Ok... my husband says he has no data and there's no wifi where he is. When I called him from messenger it rang a few times and a recording answered saying leave a message. I want to know if he doesn't have data or wifi would that recording still answer?
